THE order of the Department of Agrarian Reform for Francis Cabuga of Metro Safari for the illegal conversion of awarded land under the Comprehensive Agrarian Reform Program is a light in the dismal story of defiance of our laws.

That DAR took time to issue the order can be excused but we know also that the distance between the issuance of order and the enforcement of the law takes a lot of time. Read more...

‘Transparency’ mocked

A BASIC tenet in government procurement is transparency. Nothing about a government transaction should be concealed to show to everybody that everything is above-board. To achieve this purpose, Congress even enacted a law called the “Government Procurement Reform Act” and even put into effect a system utilizing the Internet. It’s not perfect, but the intention is there: make every aspect visible to avoid suspicion and encourage the widest dissemination of transactions involving procurement. Read more...
